The Community Employment Pipeline

“A complicated and frequently disconnected set of funding silos and programs has developed that performs as much to secure its ongoing existence as to solve real labor market problems. As local organizations that make up a great deal of the communities economic infrastructure, we must do more to build stability in the community through the way we coordinate our service delivery. To this effect, our partnerships cannot be seen simply as a means to achieve our program goals. Effective & Equitable partnering that forms a stable community-base is the goal”.

Jermaine McNair, Executive Director

The Community Employment Pipeline Project establishes a First-Source Hiring Initiative that targets our local areas of highest unemployment. The pipeline is a place-based collaborative of grassroots organizations, community agencies, and major institutions working to integrate their systems, reduce fragmentation and build a common-sense flow of services that supports job seekers from training to employment at a living wage.

Vidant Health – our area’s largest employer serves as the project’s inaugural employment sponsor. Vidant began partnering with NC CIVIL in 2017 as part of their participation in the Pursuing Equity national health improvement initiative, addressing social determinants of health. Through this partnership process, Vidant began working to remove barriers within their internal hiring process as NC CIVIL began organizing with partner nonprofits in the target West Greenville communities to build a collaborative stream of work readiness services to remove barriers at the community level.

The project will launch with its Primary Partners – the Lucille Gorham Intergenerational Community Center (IGCC) and East Carolina University, Life of NC (Strive), Pitt County Department of Social Services. Along with NC CIVIL & Vidant Health, these agencies have worked to improve inter-agency collaboration, preparing to begin Opening  Pipeline Recruitment in September 2019.
